Entrusted by the provincial people’s government, the implementation of the plan for national economic and social development in 2022 and the draft plan for 2023 are now submitted to a meeting of the 14th Provincial People’s Congress for review, and members of the CPPCC are invited to give their opinions.
I. Implementation of the National Economic and Social Development Plan for 2022
2022 is an extremely difficult and extraordinary year in the development of Sichuan. Under the strong leadership of the Provincial Party Committee, under the supervision and guidance of the Provincial People’s Congress, and with the strong support of the Provincial Political Consultative Conference, the whole province firmly studied and implemented the spirit of the 20th Party Congress under the guidance of Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era and the important instructions of the General Secretary of the Supreme Leader on Sichuan’s work series, resolutely implemented the important requirements of the CPC Central Committee on "preventing the epidemic, stabilizing the economy and ensuring safe development", and fully implemented the arrangements for the 12th Party Congress and the 2nd Plenary Session of the 12th Provincial Party Committee. Coordinate the prevention and control of epidemic situation and economic and social development, coordinate development and safety, overcome difficulties and forge ahead, and promote the sustainable development of the province’s economy and the overall stability of the society.
(1) Go all out to stabilize growth, stabilize market players, stabilize employment prices, and maintain stable economic fundamentals.
The economy shows strong resilience. Conscientiously implement the State Council’s economic stabilization package and successive measures, and make a "combination boxing" of policies such as steady growth of 30, investment of 7, industry of 14, consumption of 6 and finance and taxation of 10. In the fourth quarter, major economic indicators such as the added value of industrial enterprises above designated size and the investment in fixed assets of the whole society accelerated to pick up, and the province’s economic operation went out of a strong curve from shock downward to rapid recovery, achieving a regional GDP of 5.67 trillion yuan, an increase of 2.9%, and local general public budget revenue increased by 7.5% in the same caliber.
Efforts to help enterprises to bail out difficulties have increased. We will fully implement the combined tax and fee support policy, reducing the tax burden for market players by over 170 billion yuan, of which 105.9 billion yuan will be refunded for VAT. Efforts were made to alleviate the difficulties in production and operation of enterprises, issue the "Understanding Card for Helping Enterprises out of Poverty", and carry out activities such as "ten thousand people help all enterprises", "Tianfu benefiting enterprises" and "warm-hearted helping enterprises". Administrative institutions and state-owned enterprises reduced or exempted housing rent by 4 billion yuan, and government procurement awarded contracts to small and medium-sized enterprises with a total amount of 104.5 billion yuan, accounting for 85%. Increase financial support, the balance of government financing guarantee companies in insurance increased by more than 40%, and the balance of inclusive small and micro loans increased by 25%. The number of market players increased steadily, with a net increase of 575,000, reaching 8.26 million.
Employment prices are generally stable. We introduced and implemented policies and measures to stabilize employment, promote youth employment and entrepreneurship, and cultivate characteristic labor brands, deferred four social security fees of 7.8 billion yuan, distributed 2.6 billion yuan of funds for job stabilization, launched activities such as "Spring Breeze Action" and "Private Enterprise Recruitment Week", held more than 5,000 online and offline job fairs, innovatively set up 30,000 public health special service posts and 10,000 scientific research assistant posts, created 996,000 new jobs in cities and towns, and stabilized the employment of rural laborers. We will strengthen the supply and price stability of important commodities for people’s livelihood, do a good job in the prevention and control of epidemic situation and the provision of living materials in the emergency state of earthquake disasters, timely carry out the storage and delivery of frozen pork, provide sufficient supply of grain, oil, meat, eggs, milk, fruits and vegetables, and control the consumer price increase by 2% within the annual expected target.
(B) comprehensively speed up the construction of the twin-city economic circle in Chengdu-Chongqing area, and gradually enhance the coordination of regional development.
The development level of Chengdu metropolitan area has been upgraded. Chengdu was approved to build a park city demonstration zone that practiced the new development concept. Sichuan Tianfu New District, Chengdu East New District, Chengdu High-tech Zone and West (Chengdu) Science City were accelerated, and the total economic output reached 2 trillion yuan, and the core functions of national central cities were continuously enhanced. The development plan of Chengdu metropolitan area has been fully implemented, and the comprehensive experimental zone of Chengdu-Germany-Meizhou-Chongqing capital integration has been started. The industrial ecological circle alliances of electronic information, intelligent manufacturing, medical health and rail transit have been established, and the capital line of regional (suburban) railways has been accelerated and the construction of Chengdu-Meizhou line has started.
The five major districts are competing for development. The 204 annual key tasks have been fully completed, the role of Chengdu Plain Economic Zone as a "ballast stone" has continued to play, the integrated development of South Sichuan Economic Zone has made positive progress, the revitalization and development of Northeast Sichuan Economic Zone has been steadily advanced, and the transformation and development of Panxi Economic Zone has taken a new step. The green development of Northwest Sichuan Ecological Demonstration Zone has distinctive characteristics. Compile and implement the high-quality development planning and land space planning of the Anning River Basin, and support underdeveloped areas such as old revolutionary areas, poverty-stricken areas, ethnic areas and mountainous areas around the basin to catch up with development. The driving role of seven regional central cities has been continuously enhanced, and four provincial-level new districts have accelerated their construction and maintained double-digit growth in investment.
The cultivation of strong regions and strong counties has achieved remarkable results. We implemented policies and measures to support the high-quality development of county economy, optimized and improved the assessment and incentive mechanism, and 15 counties with advanced county economic development were praised. We will continue to carry out the cultivation of top 100 counties in the top 100 districts, adding three national top 100 districts in Chengdu Xindu District, Luzhou Jiangyang District and Deyang Jingyang District, and two national top 100 counties in Chengdu Pengzhou City and Suining Shehong City, with 13 and 4 national top 100 districts and counties respectively. Nine counties (cities) were approved to set up national demonstration zones for ecological civilization construction, and eight counties successfully established national demonstration zones for national unity and progress.
Sichuan-Chongqing cooperation linkage continued to deepen. The "1+N" planning system has been comprehensively constructed and implemented in an orderly manner. A breakthrough has been made in the reform of moderate separation between economic zones and administrative zones, and the construction of cooperation and co-construction platforms in 10 adjacent areas has been solidly promoted. All 160 major cooperative projects were started, with an annual investment of 233.6 billion yuan. The landmark projects such as Chengdu-Chongqing Middle Line High-speed Railway and Chengdawan High-speed Railway were accelerated, and the advanced electronic information manufacturing cluster in Chengdu-Chongqing area was incorporated into the national layout. Forty-three initiatives to facilitate life were fully implemented, and 311 government service items of "Sichuan-Chongqing Communication Office" were all realized, and more than 13 million cases were handled in total.
(3) Unswervingly promote reform, opening up and innovation, and develop new kinetic energy to cultivate and grow.
The vitality of reform is effectively stimulated. The reform of "streamline administration, delegate power, strengthen regulation and improve services" has been deepened, and the electronic business license "one license" and the government service "one network" have been continuously promoted, and the proportion of "running at most once" at the provincial level has increased to 99.6%. We will promote the construction of a high-standard market system and carry out clean-up and rectification of relevant regulations and practices that hinder the construction of a unified national market. The main task of the three-year reform of state-owned enterprises was fully completed, and the "1+6" major special reform of provincial enterprises achieved phased results. Steadily promote the reform of the power system, and the registered market entities of the power trading center exceed 30,000.
The pace of opening to the outside world has accelerated. Deepen economic and trade exchanges with countries along the "Belt and Road" and countries members of the Regional Comprehensive Economic Partnership Agreement (RCEP). The total import and export volume exceeded one trillion yuan, and the scale of foreign investment achieved double-digit growth. Accelerate the construction of open channels, the Luzhou-Yongchuan Expressway was completed and opened to traffic, and the number of access channels to and from Sichuan University increased to 41. Continue to improve the level of open platform, introduce some measures to implement the reform and innovation of trade and investment facilitation in free trade pilot zones, establish four new cross-border electronic commerce comprehensive pilot zones, and be approved to build three national service export bases. Seize the opportunity of opening new chengdu-kunming railway to traffic, improve the operation efficiency of middle-aged and old trains, and open 2356 trains in Chengdu. The number of countries established in Sichuan has increased to 23.
Major innovation platforms have accelerated. The first regional science and technology innovation center in China started construction, the first national laboratory in the west was listed and set up, Tianfu Jiangxi and Tianfu Jincheng laboratories were unveiled for operation, China Earthquake Science Experimental Field and other national major science and technology infrastructures were approved for construction, seven national science and education infrastructures, including photonic chip research and development, were laid out in Sichuan, and six provincial major science and technology infrastructures, including infrared terahertz free electron laser devices, started construction. The National Precision Medicine Industry Innovation Center and the National sichuan-tibet railway Technology Innovation Center were accelerated, and the National Engineering Research Center for Biotargeted Drugs and the National Ultra HD Video Innovation Center were approved for establishment. Ten national innovation platforms were added.
(D) Take multiple measures to stabilize the industrial chain supply chain, and maintain the growth of the three industries.
Agricultural production is generally stable. We will do a solid job in stabilizing grain production, resolutely curb the "non-agricultural" and effectively control the "non-grain" of cultivated land, build 4.5 million mu of high-standard farmland, rectify the abandonment of 2.176 million mu of contracted cultivated land by farmers, and exceed the national task of 572,000 mu of soybean and corn strip compound planting area, overcome the impact of high temperature and drought on grain production reduction, and take measures such as drought resistance, irrigation protection, replanting and late autumn compensation to recover losses, and keep the grain output at 70 billion Jin. Stabilize the pig production capacity, and slaughter 65.484 million pigs in the whole year. Speed up the development of "Chuanzihao" advantageous and characteristic industries, successfully establish five national agricultural modernization demonstration zones and two national modern agricultural industrial parks, and newly rebuild 1,500 cold storage and preservation facilities for agricultural products. China Farmers Harvest Festival was successfully held at home.
The industrial economy is under pressure. Formulate and implement policies and measures to maintain the stability of the supply chain of the industrial chain, and strive for speed and safety in industry, promote the "epidemic prevention bubble" production mode, and release three batches of "white lists" of key industrial chain supply chains to help enterprises stabilize production and expand the market. The World Power Battery Conference, the World Clean Energy Equipment Conference and the World Display Industry Conference were successfully held, and the added value of green and low-carbon industries and high-tech industries achieved double-digit growth. The power battery, crystalline silicon photovoltaic and vanadium-titanium industries grew strongly, and 23 provincial-level strategic emerging industrial clusters were laid out and more than 4,000 new high-tech enterprises were added. The implementation of the "Gongga Peiyou" action of manufacturing enterprises and the gradient cultivation plan of "raising seedlings and strengthening cadres" of small and medium-sized enterprises has exceeded 16,000 industrial enterprises above designated size, and 338 state-level "little giant" enterprises are specialized and innovative.
The service industry has steadily recovered. We will increase support for reducing burdens in industries with special difficulties such as accommodation, catering, wholesale and retail, and transportation, and increase the number of service enterprises above designated size by over 2,000. To promote the healthy development of the financial industry, the balance of various loans exceeded 9 trillion yuan, and the growth rate ranked first in the country. There were 15 new companies listed on the main board in China, reaching 169. Promote the integration and development of cultural tourism, hold a provincial cultural and tourism development conference, newly create 7 national night cultural tourism consumption gathering areas, newly name 8 Tianfu tourist counties, 10 famous towns and 30 famous villages, and 79 national provincial-level global tourism demonstration areas. New formats such as camping tours and night economy are constantly emerging, and the business card of "Land of Abundance, Comfortable Sichuan, Panda Home and Ancient Shu Civilization" is even more beautiful.
The digital economy has grown stronger. Successfully incorporated into the national "East Counting and West Computing" project, the national hub node of the national integrated computing network was accelerated, the Chengdu Intelligent Computing Center was officially launched, and the Tianfu Cloud Data Industry Base was completed and put into operation. The construction of the National Digital Economy Innovation and Development Experimental Zone was completed, and the construction of the Chengdu-Chongqing Industrial Internet Integration Development Demonstration Zone was accelerated. There were 40 industrial Internet platforms and over 330,000 Shangyun enterprises, and Tianfu Digital Economy Summit and China Information and Communication Conference were successfully held. The added value of the core industries of the digital economy exceeded 430 billion yuan.
(E) Do everything possible to expand investment and promote consumption, and the market potential of domestic demand is constantly stimulated.
Investment achieved rapid growth. We strengthened the services of project start-up, policy introduction, on-site promotion and supervision, made good use of the coordination mechanism for promoting effective investment in important projects, and promoted the rapid start-up and accelerated construction of major projects. The investment in fixed assets of the whole society increased by 8.4%. Strong support for modern infrastructure, 7 new railway projects with a total investment of over 240 billion yuan, 10 new expressways with a total investment of nearly 220 billion yuan, 104 new key power grid projects with a total investment of over 120 billion yuan, 8 new large and medium-sized water conservancy projects with a total investment of 27.5 billion yuan, 809 new social undertakings with a total investment of over 270 billion yuan, and new industrial park infrastructure. Docking for 333 policy-oriented development financial instruments projects, driving investment of nearly 640 billion yuan.
Speed up the construction of key projects. Make good use of the "red and black list" notification mechanism, strengthen coordination services and factor guarantee, and complete the investment of more than 800 billion yuan in key provincial projects, exceeding the annual target. High-altitude cosmic ray observatory, Dazhou Jinya Airport, Bazhong Hongyudong Reservoir, Jingyuntong Leshan 12GW high-efficiency monocrystalline silicon rod and other projects have been completed and put into use. sichuan-tibet railway, Yipan Expressway, Xiangjiaba Irrigation Area Phase I, Sichuan Basin natural gas (shale gas) exploration and development projects have been accelerated, and projects such as the Sichuan section of the West-Chongqing high-speed railway, Tingzikou Irrigation Area Phase I, the Southwest Regional Emergency Rescue Center and the Provincial Geriatric Hospital have started construction.
Market consumption has gradually recovered. The first China (Sichuan) International Panda Consumption Festival, Sugar and Wine Fair, Wine Expo and Chengdu International Auto Show were held, and 16,000 promotional activities such as "Tianfu Li yue life" were held, achieving sales of more than 240 billion yuan, issuing consumer vouchers of 1.3 billion yuan and directly stimulating consumption of more than 17 billion yuan. We launched automobiles and green smart home appliances to the countryside, introduced 15 measures to invigorate automobile circulation and expand automobile consumption, and the sales of new energy vehicles increased exponentially. Vigorously develop green consumption, healthy consumption, information consumption and digital retail, and the online retail sales of physical goods increased by 7.6%.
(six) continue to build a strong ecological barrier in the upper reaches of the Yangtze River and the Yellow River, and the quality of the ecological environment has steadily improved.
Pollution prevention and control has made solid progress. Strengthen the prevention and control of air pollution, carry out special rectification of industrial sources, mobile sources and dust sources, and attack the prevention and control of ozone pollution. The average concentration of PM2.5 continued to decline, and the number of days of heavy pollution decreased by 8 days compared with the previous year. We will carry out special actions such as meeting the water environment quality standards in key small watersheds within a time limit, and investigating and rectifying sewage outlets into rivers. The water quality of the main streams of the Yangtze River and the Yellow River has reached Class II steadily, and the excellent rate of water quality in 203 national examination sections is 99.5%. Strengthen soil zoning control and dynamically adjust the list of soil risk sources.
Ecological protection and restoration have been accelerated. We implemented key ecological projects such as soil and water conservation, disaster control and mine restoration, and carried out large-scale land greening actions, completing 5.59 million mu of afforestation, 11.526 million mu of ecological restoration of degraded grassland, 507,000 mu of desertification land and 45,000 mu of wetland restoration. High-quality construction of giant panda national park, restoration of habitat of 26.6 square kilometers, and permission to create Zoige national park.
Peak carbon dioxide emissions’s carbon neutrality has been promoted in an orderly manner. Peak carbon dioxide emissions’s carbon neutrality implementation opinions and peak carbon dioxide emissions’s implementation plan were issued, and special action plans for key areas were formulated. Carry out special investigation and rectification of the "two highs and one low" project and accelerate the recycling transformation of provincial parks. Vigorously develop clean energy. All units of Baihetan Hydropower Station have been put into operation, and hydropower stations such as Lianghekou, Suvalong and Yangfanggou have been completed and put into operation. The Kela photovoltaic power station and the Yalong River Lianghekou hybrid pumped storage project, the installed capacity of clean energy has increased by 9.08 million kilowatts and exceeded 100 million kilowatts, and the output of natural gas (shale gas) has reached 56.12 billion cubic meters.
(7) Intensify efforts to promote rural revitalization and new urbanization, and make solid progress in urban-rural integration and development.
The results of poverty alleviation continued to be consolidated. We will carry out in-depth monitoring and assistance to prevent poverty, and promote the employment and income increase of people out of poverty. The number of migrant workers out of poverty in the province has reached 2.297 million, exceeding the annual target. We will strengthen the follow-up support for ex situ poverty alleviation and relocation, build 22 industrial parks and help workshops in large resettlement sites with more than 3,000 people, promote the standardized construction of 78 resettlement sites in an orderly manner, and all the remaining farmers in 3,101 ex situ poverty alleviation and poverty alleviation villages will move in. We deepened the cooperation and counterpart support between the eastern and western parts of Zhejiang and Sichuan, implemented 867 assistance projects, and helped sell 13.8 billion yuan of Sichuan-featured agricultural products and handicrafts.
The rural revitalization strategy was implemented in depth. Newly rebuilt 24,000 kilometers of rural roads and 645,000 rural toilets, and the coverage rate of administrative villages in the domestic garbage collection, transportation and disposal system reached 98%. Strengthen and improve rural governance, build 12 demonstration towns and villages nationwide, and create 127 demonstration towns and villages at the provincial level. We will deepen the reform of rural property rights system, set up a provincial-level rural revitalization industry guidance fund, carry out pilot projects to professionalize leaders of family farms and farmers’ cooperatives, and achieve full coverage of the three major grain crops in 76 major grain-producing counties.
The quality level of urbanization has been steadily improved. We have worked out and implemented long-term plans for new urbanization, accelerated the urbanization of agricultural transfer population, and the urbanization rate of permanent residents in the province has continued to increase. To strengthen the construction of sponge cities, Guangyuan and Guang ‘an were successfully selected as the second batch of national demonstration cities for sponge city construction, and supported Chengdu, Deyang and Nanchong to carry out provincial demonstrations. Actively promote the urbanization of county towns to supplement the strengths and weaknesses, and promote the renovation and transformation of 58,000 kilometers of aging pipe networks such as urban gas, water supply and drainage. Vigorously implement the upgrading project of central towns, name the first batch of 58 top 100 central towns, and promote the standardized and healthy development of characteristic towns.
(8) Improve people’s livelihood and well-being with heart and affection, and effectively guarantee the basic livelihood of the people.
People’s livelihood projects have been vigorously promoted. Increase investment in people’s livelihood security, people’s livelihood expenditure accounted for more than 65% of the general public budget expenditure, and 30 livelihood issues were fully completed. Accelerate the transformation of old urban communities, and all the more than 5,400 communities included in the transformation plan will be started, which will benefit 571,000 residents and add 5,800 elevators to existing houses. We will carry out the construction and renovation project of grass-roots protection positions for minors, and the coverage rate of cities and counties will reach 100%, providing free home health services for 204,000 disabled elderly people aged 65 and above. Improve the basic living standard of people with special difficulties, and raise the minimum living standard of urban and rural areas in the province by 65 yuan/month.
Social security is more perfect. In-depth implementation of the national insurance plan and the implementation of the personal pension system, the number of people participating in the basic old-age insurance exceeded 64.9 million. Fully realize the municipal overall planning of basic medical insurance, improve the medical insurance and assistance system for serious and serious diseases, and stabilize the participation rate of basic medical insurance in the province at over 95%. We will do a good job of "one old and one small" as a whole. We have built 18,000 old-age facilities and more than 500,000 old-age beds, and added 5,890 inclusive seats. Zigong and Panzhihua have been selected as key national contact cities to actively deal with the aging population, and Chengdu has been approved to build a national child-friendly city. To ensure the basic livelihood of the needy people, temporary price subsidies of about 500 million yuan and relief subsidies of 13.37 billion yuan were distributed, and the centralized support rate of the destitute people who are willing to provide centralized support reached 100%.
Public services continued to strengthen. We will promote the balanced development of high-quality education, build, renovate and expand 200 public kindergartens, select six counties (districts) as the first counties to create high-quality and balanced compulsory education in China, add 590 vocational education majors in key industries and emerging industries, and add 183 national first-class undergraduate specialty construction sites. In-depth promotion of healthy Sichuan construction, the first national regional medical center in the province landed in Meishan, and provincial regional medical centers such as Guangyuan, Mianyang, Luzhou, Nanchong and Liangshan were accelerated, and the Tianfu Campus of the Provincial Maternal and Child Health Hospital was completed and put into use. To promote the prosperity and development of cultural undertakings, the construction of the Long March, the Yangtze River and the Yellow River National Cultural Park (Sichuan Section) has been steadily advanced, and the three-year action plan for upgrading martyrs memorial facilities has been implemented in depth. The Piluo site and Sanxingdui site have been selected as the top ten archaeological discoveries of the year in China. We have steadily developed sports undertakings, and 230 large-scale public sports venues have been opened free of charge or at low fees. The 56th World Table Tennis Team Championship (final) and the 14th Provincial Games have been successfully held.
(9) Resolutely and forcefully guard against risks and keep the bottom line, and constantly consolidate the foundation for safe development.
The prevention and control of normalized epidemic situation is powerful and effective. We carried out the national epidemic prevention and control policy to the letter, made great efforts to strengthen the capacity building of medical treatment, organized the masses to vaccinate about 200 million doses of COVID-19 vaccine, innovatively implemented the "check-up when entering Sichuan" and promoted it throughout the country, so as to deal with multiple rounds of local epidemics quickly and decisively, and protected people’s life safety and health to the greatest extent.
The ability to ensure energy security has been improved. Actively respond to the extreme situation of high temperature and power shortage in summer, make overall plans to dispatch all kinds of power sources, and do everything possible to ensure power grid safety and people’s livelihood. Efforts will be made to build a safer and more reliable power system, compile and implement a power grid development plan with a total investment of over 760 billion yuan, and accelerate the construction of a number of key projects such as gas-fired power generation at the bottom of the peak and Sichuan-Chongqing 1000 kV high-voltage AC project. The first batch of government coal storage bases were completed and put into use, with an additional coal storage capacity of 2 million tons. Complete the task of peak winter coal reserve in an all-round way.
Positive progress has been made in disaster prevention, mitigation and relief. Insist on ensuring the safety of people’s lives and property in the first place, effectively respond to the "6.1" Lushan, "6.10" Marcand and "9.5" Luding earthquakes, strengthen early warning and forecasting, efficiently organize emergency rescue, transfer and resettle more than 100,000 people, scientifically prepare post-disaster reconstruction plans, and start the orderly recovery and reconstruction of production and life in disaster areas. A number of mountain torrents and geological disasters were properly handled, and a total of 1.911 million people were evacuated. Consolidate the results of special rectification of forest and grassland fire prevention and extinguishing, and the number of fires decreased by 30.4% year-on-year, achieving "zero occurrence" of major forest and grassland fires and casualties.
The construction of safe Sichuan has been further promoted. Solidly carry out the action of "consolidating and improving the year" for special rectification of production safety, and the number of accidents and deaths in production safety in the province decreased by 28.3% and 27.5% respectively. Efforts were made to prevent and resolve risks in key areas, the balance of government debt remained within the approved limit, the non-performing loan ratio of banking institutions was at a low level, and the "one floor, one policy" promoted the resumption of work. Strictly guard against and resolutely crack down on all kinds of infiltration, subversion and sabotage activities, strengthen the overall prevention and control of public security, severely crack down on all kinds of illegal and criminal activities, deepen the normalization of eliminating evils, effectively control telecommunication network fraud, and the number of criminal cases and public security cases continues to decline, and the good situation of stability and unity continues to be consolidated.
At the same time, we are soberly aware that in 2022, the economic development of our province, like the whole country, will face triple pressures of shrinking demand, supply shock and expected weakening, and will also experience repeated attacks by epidemic diseases, extreme tests of the highest temperature, the least incoming water and the maximum electricity load on record, three major natural disasters such as earthquakes with magnitude of 6.0 or above, successive mountain torrents and mudslides, and multiple factors exceeding expectations. The growth rate of some indicators has not reached the expected target, and economic and social development still faces many difficulties and challenges. First, the foundation for economic stabilization and recovery is not solid enough, and the impact of the epidemic is unpredictable. We made concerted efforts to fight the COVID-19 epidemic, effectively protected the lives of the people, seized the opportunity to promote the initial success of the construction of the twin-city economic circle in Chengdu-Chongqing area, and continuously improved the strategic position of Sichuan in the overall situation of the country. We made concerted efforts to promote high-quality development and the total economic output crossed two trillion yuan, laying a solid foundation for leading Sichuan’s modernization with Chinese modernization. Promote the integration and docking of industrial chain in innovation chain. Efforts will be made to promote a virtuous circle of "technology-industry-finance" and forge new advantages in industrial competition. We will implement major scientific and technological projects such as vanadium, titanium and rare earths, intelligent equipment, rail transit, green and low-carbon industries, aviation and gas turbines, and accelerate the construction of high-end aviation equipment technology innovation centers and civil aviation technology innovation demonstration zones. We will continue to carry out the action of "gathering resources to promote Sichuan", implement demonstration projects for the transformation of scientific and technological achievements, build a number of high-level new R&D institutions, and build a pilot R&D platform with national influence across colleges and universities. Strengthen the deep integration of Industry-University-Research led by enterprises, deepen the strategic cooperation between enterprises and research institutes, and actively cultivate high-tech enterprises, small and medium-sized scientific and technological enterprises and innovative leading enterprises. Deepen comprehensive innovation and reform, and promote resource sharing and development of national and provincial dual-innovation demonstration bases.

Accelerate the construction of a high-standard market system, implement the market integration construction of the dual-city economic circle in Chengdu-Chongqing area, support Chengdu to carry out the comprehensive reform of the market-oriented allocation of national factors, further promote the reforms such as "hero per mu" and "standard land", and formulate an implementation plan to further promote the reform of the financial system below the provincial level. Strengthen the strategic connection function between China and Europe, the new land and sea passage in the west, along the Yangtze River and the middle-aged and old trains, build an important national assembly center for international trains, and develop international trade for countries along the Belt and Road. Strengthen pollution control and ecological restoration. We will do a good job in defending the blue sky, clear water and pure land, carry out special actions such as the treatment of abandoned cars and the clearing of rivers and lakes, and do a good job in the feedback from the central ecological environmental protection inspectors and the rectification of outstanding ecological problems in the Yangtze River and the Yellow River. We will make overall plans to promote the integrated protection and systematic management of grass and sand in landscapes, forests, fields and lakes, deepen the system of long rivers and lakes and long forests, implement major projects for the protection and restoration of important ecosystems, and implement the ten-year ban on fishing in the Yangtze River. Build the Giant Panda National Park with high quality and speed up the creation of Zoige National Park. Strengthen biodiversity and protection of ancient and famous trees. Improve the provincial ecological product value realization mechanism and the compensation mechanism for horizontal ecological protection in river basins, strictly control the development activities within the red line of ecological protection, and ensure that the ecological environment quality can only be better, not worse.
Actively and steadily promote carbon neutrality in peak carbon dioxide emissions. There are plans to implement the "Ten Actions of peak carbon dioxide emissions" step by step, speed up the green and low-carbon transformation of key industries such as steel, building materials and chemical industry, give priority to the transportation of bulk goods and medium and long-distance goods by rail (water), further promote "electric Sichuan", vigorously develop green buildings, create a number of green and low-carbon communities, and carry out pilot projects for the development of forest and grass carbon sinks. Strengthen the control of methane and other non-carbon dioxide greenhouse gas emissions, and incorporate greenhouse gas emissions into the environmental impact assessment system. Actively participate in the national carbon emission trading market, and promote the trading of carbon emission quotas and certified emission reductions in key areas.

We will promote the national insurance plan, implement the national overall planning system of basic old-age insurance for enterprise employees, promote the provincial overall planning of basic medical insurance, unemployment insurance and industrial injury insurance, improve the basic pension level of urban and rural residents, and implement the personal pension system. Vigorously build a government ruled by law, deepen the standardization of administrative law enforcement, solidly carry out the "Eighth Five-Year Plan" law popularization work, build a high-quality Tianfu Central Legal District, and strengthen the supply of public legal services. Accelerate the modernization of social governance in the city, implement the optimization and promotion of urban and rural community governance, adhere to and develop the "Fengqiao experience" in the new era, continue to carry out major investigations and resolve contradictions and disputes, and strengthen and improve people’s letters and visits.
